Valve releases 'Team Fortress 2 SDK,' enabling creators to 'build completely new games based on TF2' | PC Gamer
On February 18, 2025, Valve updated their Source SDK , a set of tools for creating original content, adding TF2 client and server game code to the Source SDK.
Valve explains that the Source SDK 'allows modders to modify, extend, or remake TF2,' and the TF2 development team says, 'With this Source SDK update, content creators will be able to build entirely new games based on TF2.'

The Source SDK is licensed to users on a non-commercial basis, so mods created with the Source SDK cannot be made paid for. Mods for TF2 created with the Source SDK may be published in the Steam store and will appear as 'new games' in the Steam games list after publication.
Previously, there had been fan projects attempting to adapt TF2 to new game engines using leaked or reverse engineered source code, but in January 2024, they were forced to suspend operations after receiving a copyright infringement claim from Valve.

However, following this Source SDK update, TF2 mod developer sniffy194 said, 'We are already working on porting TF2 and preparing for a possible release on Steam. This update allows us to create mods legally.' In addition, Sour Dani, developer of the TF2 mod 'Pre-Fortress 2,' said, 'We are working hard to meet the requirements necessary to be featured as a 'recommended' on Steam. This update will encourage all TF2 mod developers to work hard on their development.'
The TF2 development team stated, 'Most of the items currently in the game are the result of the efforts of the TF2 community. To continue to respect that, we ask TF2 mod developers not to create commercial mods. We hope that many mods will continue to reach players in the future.'
