Meta's Mark Zuckerberg declares 'returning to the roots of freedom of expression,' announcing the end of fact-checking and a move to a community note format
To prevent the spread of misinformation on Facebook, Meta has been using independent fact-checking agencies since 2016. However, CEO Mark Zuckerberg said that the excessive use of fact-checking agencies was 'too often hindering the freedom of expression that we are aiming for,' and announced that the company would stop using independent fact-checking agencies and move to a 'community notes' format similar to that used by X (formerly Twitter).

Zuckerberg summed up Meta’s upcoming actions succinctly in a thread, saying, “It’s time to get back to our roots: freedom of expression and giving people a voice on the platform.” According to Zuckerberg’s post, the upcoming steps are as follows:
1: Replacing 'fact checks' with 'community notes.' Starting in the US.
2: Simplify Meta's content policy and remove restrictions on fringe topics like immigration and gender.
3: Change how we enforce our policies to focus on responding to illegal and severe policy violations and eliminate the majority of censorship errors by requiring higher confidence in filtering actions (raising the threshold for removal).
4: Bring back civil content. We've heard feedback that people want to see it again, so we'll gradually bring it back to Facebook, Instagram and Threads while maintaining a friendly and positive community.
5. Moving the 'Trust, Safety and Content Moderation' team, which reviews content, from California to Texas to address concerns that biased employees are censoring content excessively.
6. Work with President-elect Trump to oppose foreign governments going after American companies to further censor them. The United States has the world's strongest constitutional protection for freedom of expression, and the best way to fight overreach from foreign governments is with the support of the U.S. government.
Zuckerberg omitted much of the content in Threads, but in his speech he pointed out the trend towards stronger censorship in Europe, Latin America, and China. In Brazil, X was forced to temporarily suspend its service after refusing to comply with a Supreme Court order to remove accounts spreading fake news.

Regarding Meta's future moves, Zuckerberg said, 'It takes time to get it right, and it's a complex system that will never be perfect. But it's an important step, and I'm looking forward to the next chapter.'
According to Fox News, Trump called Meta's presentation 'a great presentation. They've come a long way.' In response, Meta's chief global policy director, Joel Kaplan, said, 'Far from pushing companies to censor, Trump is a supporter of freedom of expression.'
