According to the Russian state news agency TASS, the Russian government has decided to ban crypto mining in 10 regions from January 1, 2025 to March 15, 2031.
The affected territories of the Russian Federation and the Ukrainian territories currently occupied by Russia are as follows:
Republic of Dagestan
・Republic of Ingushetia
・Kabardino-Balkaria Republic
・Karachay-Cherkess Republic
・Republic of North Ossetia
・Chechen Republic
・Donetsk People's Republic
Luhansk People's Republic
- Zaporizhia and Kherson regions
In addition, in some areas of Irkutsk Oblast, Buryatia Republic , and Zabaikal Krai in eastern Russia, mining during peak energy consumption periods will be restricted from January 1 to March 15 in 2025, and from November 15 to March 15 of the following year from 2026 onwards.
The list is not final and may be adjusted in the future based on decisions of the Electricity Industry Development Board, it said.
Sergey Kolobanov, deputy director of the Economic Center of the Fuel and Energy Sector of the Central Committee of the Russian Federation, explained that the ban is not only due to a power shortage, but also because electricity tariffs in the affected regions are set so low that other regions have to make up for it. He said that the six-year ban coincides with a transitional period for harmonizing electricity tariffs, after which the restrictions may be lifted.
Mining is legal in Russia, provided that information about acquired assets and addresses is provided to the tax authorities.
