Indonesia requires smartphone manufacturers to source 40% of their labor and parts domestically. In October 2024, the Indonesian government banned the sale of the iPhone 16 in the country for not complying with the rules and called on Apple to comply with the obligations.
Local content rules require manufacturers to invest in local manufacturing, development and innovation to meet a product-specific Total Kilobytes (TKDN) threshold. Companies can meet this requirement in a variety of ways; for example, Samsung and Xiaomi have complied by setting up local manufacturing facilities.
According to the Indonesian government, Apple has pledged to invest 1.71 trillion rupiah (about 16.5 billion yen) to set up a research and development facility in Indonesia, but the investment is apparently insufficient.

Indonesia has also banned the sale of Google Pixel phones for failing to meet the 40% procurement requirement.
Febri Hendri Antoni Arif, spokesman for Indonesia's Ministry of Industry, said: 'Google cannot resume sales unless it receives local content certification. The local content rule and related policies aim to create added value and deepen the industrial structure.'
According to Indonesia, the iPhone 16 and Google Pixel are only prohibited from being sold locally, but it is okay to buy them in other countries, pay customs duties, bring them into the country and use them there.
