SpaceX's satellite internet service 'Starlink' requires the purchase of

a kit such as an antenna to be used. SpaceX has introduced an 'Outside Region Fee' to prevent rampant resale of the kit.

SpaceX has not yet launched Starlink services in Russia, the Middle East, and some African markets, but it has been pointed out that resale by unauthorized agents is rampant. In March 2024, a man living in New Jersey was arrested for purchasing 675 Starlink kits for resale using fraudulent credit cards.

In addition, the Starlink Mini , which sells for $599 (approximately 86,000 yen) in the United States, is sold for a low price of $200 (approximately 28,000 yen) in some Latin American countries such as Colombia. It has been reported that some users are purchasing Starlink Mini in Latin American countries and bringing it to the United States or Canada to resell it for less than the regular price.

Going to get a Mini, on FB I saw people are buying in Columbia and having it shipped to US, seemingly with no issue. Have you? Can you confirm it works? (As per their site, you cannot buy in one country to use in another.)

In response to these resales, SpaceX announced that it would impose an 'out-of-area fee.' The 'out-of-area fee' is a fee of $200 (approximately 28,000 yen) to $300 (approximately 43,000 yen) for Starlink kits activated 'outside the region in which they were originally sold.' Specifically, if a Starlink Standard Actuated Kit is activated outside the region in which it was purchased, a $200 out-of-area fee will be charged, and if a Starlink Mini is activated, a $300 out-of-area fee will be charged. SpaceX also said, 'Out-of-area fees may be charged in local currency, and in that case the fee may be higher due to the influence of exchange rates,' and has published a list of out-of-area fees by country (PDF file) .

SpaceX warns that 'if you purchase a Starlink kit from an unauthorized reseller, out-of-region fees may apply.' In addition, out-of-region fees will not be charged if you purchase directly from SpaceX or from an authorized retailer, and SpaceX advises, 'We recommend purchasing your kit directly from SpaceX or from an authorized retailer in your area.'
