In response to these resales, SpaceX announced that it would impose an 'out-of-area fee.' The 'out-of-area fee' is a fee of $200 (approximately 28,000 yen) to $300 (approximately 43,000 yen) for Starlink kits activated 'outside the region in which they were originally sold.' Specifically, if a Starlink Standard Actuated Kit is activated outside the region in which it was purchased, a $200 out-of-area fee will be charged, and if a Starlink Mini is activated, a $300 out-of-area fee will be charged. SpaceX also said, 'Out-of-area fees may be charged in local currency, and in that case the fee may be higher due to the influence of exchange rates,' and has published a list of out-of-area fees by country (PDF file) .
SpaceX warns that 'if you purchase a Starlink kit from an unauthorized reseller, out-of-region fees may apply.' In addition, out-of-region fees will not be charged if you purchase directly from SpaceX or from an authorized retailer, and SpaceX advises, 'We recommend purchasing your kit directly from SpaceX or from an authorized retailer in your area.'
