The U.S. government announced that it has reached a preliminary agreement to provide Samsung with up to $6.4 billion under

the CHIPS and SCIENCE Act (CHIPS Plus Act) , which supports domestic semiconductor manufacturing in the United States.

On April 15, 2024, the Biden-Harris Administration announced that it had reached a preliminary agreement to provide Samsung with up to $6.4 billion in funding. Samsung has had a semiconductor manufacturing plant in Austin, Texas since 1996, and this funding will be used to expand the Austin plant and invest in a new plant under construction in Taylor County, Texas.

The US government has announced that Samsung will invest more than $40 billion (approximately 6.17 trillion yen) in the Texas region over the next few years. The collaboration between the US and Samsung will create at least 21,500 jobs and strengthen the semiconductor ecosystem in Texas. Through a series of investments related to the CHIPS Plus Act, the US will be in a position to produce approximately 20% of the world's most advanced chips by 2030.



'I have been working to address supply chain vulnerabilities since long before the CHIPS+ Act was passed. I visited Samsung's Pyeongtaek campus and toured one of the world's largest semiconductor manufacturing facilities,' President Biden said. 'Nearly two years later, I am pleased to see a preliminary agreement between Samsung and the Department of Commerce to attract advanced semiconductor manufacturing and research and development to our country.'

The new facility will include a logic foundry fab focused on cutting-edge logic, advanced packaging, research and development, and mass production of 4nm and 2nm process technologies, with semiconductors designed and manufactured there for a wide range of markets, from communications and automotive to defense, high-performance computing and artificial intelligence. According to government officials, Samsung

plans to start manufacturing 2nm chips by 2026, two years earlier than rival TSMC.



The company plans to expand its existing facilities in Austin, Texas, to support the production of technologies primarily for critical industries, including aerospace, defense and automotive. The two factories are a 40-minute drive apart, and together they will create a comprehensive ecosystem for chip development and production.
