On April 3, 2024 local time, the Ministry of Culture of the Chechen Republic announced that it would establish new regulations regarding musical rhythms. Under the leadership of Minister of Culture Musa Magomedovich Dadaev, a meeting was held with regional and local government leaders of the Chechen Republic, during which Head of State Ramzan Akhmatovich Kadyrov approved the music regulations proposed by Minister of Culture Dadaev and others.

As a result, from now on, the tempo of all musical, vocal and choreographic works in the Chechen Republic will be limited to a range of 80-116 BPM .

Regarding the restrictions, Culture Minister Dadaev said, 'Chechen musical culture was diverse in terms of tempo and style. We must pass on the Chechen cultural heritage to our people and future generations, including our children. This includes all moral and ethical standards of life of the Chechen people.'



According to Russian media The Moscow Times, local artists have been ordered by the Ministry of Culture to rewrite their compositions in accordance with the new rules by June 1, 2024, 'otherwise they will not be allowed to perform,' the ministry explained . According to The Moscow Times, much of the Chechen Republic's popular and traditional music is in the tempo range of 80-116 BPM.

The Chechen Republic is an autonomous republic located in the North Caucasus in southern Russia, covering an area of approximately 6,700 square miles, with an estimated population of approximately 1.5 million people. Its leader, Amir Kadyrov, was appointed by Russian President Vladimir Putin and has consistently suppressed dissent within the territory since becoming the third head of state in 2007. He has a close relationship with President Putin and is considered a dictator by Western media.

For many years, dissidents, human rights activists, and journalists have been threatened, abducted, and reportedly killed in suspicious circumstances in the Chechen Republic. In 2017, Kadyrov stated, 'There are no gays in our country,' and 'If there are, take them away.' Since then, an independent investigation by the human rights organization Human Rights Watch has revealed that he has carried out what has been called an 'anti-gay purge' in the Chechen Republic, confining, interrogating, assaulting, and killing gays and bisexuals.

According to audio technology company Izotope, genres such as house, techno, and dubstep all tend to have a BPM above 116. And according to the BBC, the average BPM of the best-selling pop songs in 2020 is 122. So this restriction could mean that a lot of music will no longer be available to enjoy in the Chechen Republic.

In addition, independent Russian media Meduza reported that 'New Chechen rules would mean that Russia's national anthem would be banned because it is too slow.'
