A movie that rains water spews from the road tremendously

It is amazing movie that rainwater will flow backwards from the place where rainwater should normally be accumulated, and the fountain will jet out with the momentum of shame. I wonder if someone should do something about it, but it's about a momentum that I can not do anything.

It is Minneapolis in Minnesota, USA. It seems that there are cases where neighbors are sighting from the vicinity of the bridge because it seems like it spouts like this at heavy rain.
