This no-smoking law is part of the ``Smokefree 2025 Action Plan,'' which aims to reduce the number of smokers in the country to less than 5% by 2025, and was submitted on December 9, 2021.

The new smoking cessation law will raise the smoking age each year in New Zealand so that people born after January 1, 2009 cannot sell cigarettes. A fine of up to 150,000 New Zealand dollars (about 13 million yen) will be imposed.

In addition, the legal amount of nicotine contained in cigarettes will be greatly reduced, and sales at convenience stores and supermarkets will be prohibited, and will be handled only at tobacco specialty stores. The number of stores that can legally sell cigarettes will decrease from 6000 stores to 600 stores nationwide, which is one tenth of the conventional number.

However, it is cigarettes that are controlled by the smoking cessation law, and electronic cigarettes such as vaporizers (VAPE) that evaporate liquid and suck the water vapor are not covered. According to data released in November 2022 , the number of people who smoke every day in New Zealand is trending downward, down to 8% as of 2022. On the other hand, the percentage of VAPE users is 8.3%, which exceeds the smoker rate and seems to be increasing year by year.

The smoke-free law will be passed by Congress on December 13, 2022 and will come into effect in 2023. New Zealand's Deputy Health Minister Aisha Varal has set a goal of making New Zealand a smoke-free country by 2025.

Deputy Health Minister Varal said: 'For decades we have allowed tobacco companies to preserve market share by making harmful cigarettes more addictive. It's a strange story, because in this country there are more regulations about the safety of selling sandwiches than there are cigarettes.'
