On November 18, 2021, a new law to expand animal rights was passed by the French Parliament. The new law will tighten restrictions on pet abandonment, display sales, abuse, circus and aquarium shows, and bestiality. Details about each item are below.

・ Abandonment of pet breeding
In order to prevent the situation of 'impulse buying of pets and then throwing them away', when purchasing a cat or dog for the first time, it is obligatory to first sign a special consent form, submit it to the regulatory agency, and wait for 7 days. Has occurred. If you change your mind during this waiting period, you can withdraw your purchase schedule.

Penalties for abandonment have also been strengthened. Under the new law, abandonment of pets will result in imprisonment of up to two years and a fine of € 30,000.

・ Exhibition and sale of pets
After 2024, the exhibition and sale of dogs and cats at pet stores will be banned, and only abandoned dogs and cats delivered to protected shelters can be exhibited. Online sales are also more regulated and only authorized breeders and pet stores are allowed to sell living organisms.

In addition, the consent of parents is required to sell pets to minors.

・ Pet abuse
The current law also treats pet abuse rigorously, but the new law will increase penalties for 'abuse by minors.' However, at the discretion of the judge, measures to impose 'attendance of cruelty to animals' instead of imprisonment for animal cruelty are permitted.

In addition, it is stipulated that school education should include classes on 'how to handle pets properly'.

·bestiality
Bestiality is already illegal, but new strict penalties will be imposed for 'shooting / broadcasting sexual activity with animals'. If you propose sexual activity with an animal on a dating site or app, you will be sentenced to one year's imprisonment.

・ Animal show
The act of treating animals as a show is gradually prohibited. In 2023, the act of showing wild animals on TV variety programs and the act of breeding wild animals for the purpose of showing are prohibited, and in 2026, dolphin shows and orca shows in aquariums are prohibited. Animal shows with wildlife in the circus will be banned in 2028.

A specialized committee has already been established to audit the treatment of animals kept in circuses, etc., and animal protection standards equivalent to those in zoos are applied to non-mobile circuses.

・ Hunting and bullfighting
The new law does not add restrictions on livestock, agricultural animals, hunting wildlife, or bullfighting.

Spain is a typical bullfighting, but it also has a long history in southern France. According to media reports, bullfighting was not subject to regulation this time, but many local governments have voluntarily enacted ordinances prohibiting bullfighting.
