According to the official blog, it will start with English-speaking users first, and will be available to users in other languages over the next few weeks and months. Conversely, even if you are not an English-speaking user, you can download all past tweet history by changing the setting to 'English', and the procedure at that time is as follows.

Click the gear icon on the top right and click Settings

Select 'English - English' from 'Language Settings'

Click 'Save Changes' at the bottom

Enter your password and click Save Changes

However, for all data in CSV format in the 'data' folder, all Japanese characters were garbled at this time.

After downloading, select 'Japanese - Japanese' from 'Language' on the setting screen and save the settings in the same way to restore

I tried it with some of the accounts I own, but it seems that regardless of the number of tweets, it seems to be reflected in the order of when the account was created. Although downloading was possible by changing the language, the download button still did not appear even after switching to English-speaking accounts with other old accounts.

This download function is also provided for developers, and the export function by JSON is possible if Twitter API 1.1 is used.
