A movie with water spouting from the manholes like a geyser

Due to heavy rain, the water exceeds the allowable amount of the water distribution pipe, and it gushes out from the manhole grandly. Nevertheless, most of the cars are going through the water that blows up, but one unfortunate car was left behind after the water spouts ceased.

Inside the movie it glows to thunder and is like a panic movie.
