Microsoft under consideration to offer free Windows Phone · Windows RT

There is a strong competitor called Android on Windows Phone for smartphone OS, and Windows RT for touch screen equipped terminal is competing with Windows 8. Microsoft has not planned to offer these two OS's to the manufacturer free of charge, because they have not produced much results from license income.

Windows Phone and Windows RT are licensed to manufacturers, but most of the licensing revenue from RT comes from manufacturers who developed OEM equipment with Windows 8 and Windows RT. As for Windows PhoneMicrosoft himself acquired Nokia's mobile phone business which accounted for more than 80% of the market shareTherefore, the license fee will not come in.
