The incident occurred around 20 o'clock. An eyewitness is a couple with two daughters of their teenage, written on the arrest affidavit that they found a man naked in front of the shower room. Besides them, it is said that a total of 15 to 20 people showed their naked body. According to the testimony from the witness, the man was wandering the beach naked in 3 to 4 minutes until the police arrived, no local part was hidden.

Robert Johnson (57), who was told by policemen "Do not get naked in the presence of the public" refused to submit identification documents. "I was just helping people here, so I can not put you in jail!"

This statement seems to quote what he did, but it was not written in the record whether Johnson was explaining in detail the reasons for "helping people". Also, there were no reports from people who actually were rescued by Johnson.

So, when the policeman tried to arrest Johnson, he resisted and became a skirmish of pushing and pulling. Although it was arrested after all, in addition to the public crime which was originally the reason for arrest, the crime of obstructing public performance was also added.
